## Description

This PR fixes an issue where the user would have to click twice on the "expand" button when the parent item is marked as active.

I also took liberty to make the code a little clearer, since it was a little confusing to me jumping back into it. Hopefully that makes it easier to work on in the future.

## How to test

1. Create a menu structure like the one below:

- Lorem
- Ipsom
  - Foo
  - Bar
    - Apple
    - Bananna
  - Baz

2. Assign this menu to each of those pages
3. When you open `Ipsom` you should notice that the page is set as active but it's menu should be collapsed. When you open `Foo` you should see all pages that are direct children of `Ipsom`. You should not see the contents of `Bar`.
4. At any point, you should be able to trigger a submenu to collapse with a single click.

You may need to manipulate the storybook story to test this fully.

Fix an edge case issue with sidebar expanders

## Description

[WCAG 2.2 §2.5.8](https://www.w3.org/WAI/WCAG22/quickref/#target-size-minimum) states that the size of the target for pointer inputs must be at least 24 by 24 CSS pixels (1.5 rem). There are several exceptions to this rule, but I do not believe the links in the brand footer qualify for any of the exceptions.

## Additional context

I think the easiest way to fix this is to add vertical padding to the link items of 0.75rem. This would ensure the targets are large enough to meet the new criteria
