Fix Embed Bug in Page Settings Block

## Description

I may have found a bug with the page settings hero block. I'm trying to embed a youtube video, but it only outputs the physical youtube link on the front end, not the video at all. I've tried an html block using an iframe, but it doesn't work either. The embed only works outside the page settings block.

This was reported by Shamaria Borden on the support channel of the web forum.

Closes #505. 

Merging this into `dev` for expediency since it's not a super urgent fix. 

For some reason, wordpress wasn't passing the `url` property to the site in the core data store by default, so I had to register the setting in `functions.php`. https://wordpress.stackexchange.com/a/383170 

What I did to test multisite on local was download MAMP PRO and use the free trial, but you may not want to go to that trouble just to test this fix.

**Note**: This execution removes the "cleanup" `return` function inside of the `useEffect` hook, since this function runs every time a listed dependency changes, and `siteURL` was added to the effect's dependency array to ensure the correct url loads in multisite setups. This change should also resolve #425, but will also make it so that the user has to **uncheck** "sidebar" and "hero" when they want to remove these sections from a page. Deleting the "Page Settings" block will no longer have any effect.

## Description

Brent Springer reported in the Web Hub that when the page settings block is added to a new page and the show sidebar option is initially checked, the dropdown menu does not appear until the page is saved and reloaded.

I was unable to reproduce this on our local or on any of our sites. I asked Brent about his setup and he said they were running a multisite with the subdomain option. We don't have any servers configured this way, so I'm unable to test if this is isolated to that environment


Page Setting block sidebar option doesn't show until reload the page

## Description

If you edit a page with the page settings block then switch to the code editor and back again, the checkboxes will be unchecked regardless of their previous status. The content in the hero is still intact, just hidden, and the selected menu is still correct.

If you save the page while the code editor is open, the hero and sidebar will disappear from the front end. Same as if you swap back and save before re-checking the boxes.

## Expected behavior

The checkboxes should respect whatever state they had before the code editor was enabled.

Steps to reproduce the behavior. For example:

1. Create a new page
2. Add the page settings block
3. Add hero content and/or a sidebar
4. Swap the editor to code view
5. Swap the editor back to block view
6. See that the settings are unchecked

## Description

While Reaktiv was building a site they caught this error in their accessibility tests:

> Links must have discernible text. In the header, under the site title, there is a link with the class ua_title-bar_subtitle that does not have a href or text value.

As is, this is a violation of WCAG 2.4.9

## Expected behavior

This looks like a mistake in the template for the title bar. When no subtitle is set, this element should not be rendered. We also need to double check that if text for the subtitle is added but no link it should render as a `<span>`

Empty subtitle element

## Description

When selecting "Align left" or "Align right" on an image block, the image appears to float to the selected side. When the page is published and viewed however, the image will be regular size and will not float.

When the floated image is the direct child of the page, text does not reflow with changes to viewport width, causing text to be overlayed on top of the image. Additionally, the floated image will break outside of the established page width on some viewport width ranges.

2. Add an image and select align > align left
3. Add a few paragraphs of text
4. Publish and preview the page

This is a rather complicated issue due to several conflicts in the layout system. However, it IS technically possible to have a floated image given these adjustments are made:

1. The image must be the direct child of a non width constraining element (a Group with "Inner Blocks Use Content Width" disabled works)
2. The image has a set width smaller than the width of the page
3. The figure element must have it's width property removed or reset

NEWLY CREATED sidebar menus are no longer appearing under the Sidebar Content dropdown. The dropdown only shows older created menus.

When a new menu is created, it should become immediately available under the "Sidebar Menu" dropdown of the Page Settings block.
